The USCIS can waive, and does waive in some cases, the interview in I-751 cases. When I submit an I-751 I always request that the interview be waived. The legal provision that gives the USCIS the authority to waive the interview is 8 CFR §216.4(b)(1). In my experience, interviews are waived in only those cases with very strong evidence.
