Is there any way to expedit my case?

I filed my I-140 on Feb 18 and I-485 on May 10 (EB2-NIW-ROW, TSC). My fingerprint was done on July 7. I got my I-140 approval on Aug 23. I opened a SR on Dec 5 and got response on Dec 16 (You should receive decision or notice within 60 days). My status on USCIS was changed to CPO on Jan 17 as follows:

Card/ Document Production

On January 17, 2012 we mailed the document to the address we have on file. You should receive the new document within 30 days. If you do not, or if you move before you get it, call customer service at 1-800-375-5283.

I got an infopass appointment on Jan 30 for following up my case. The officer told me on Jan 17, USCIS sent you a document but again regreted and returned it to the office!. Also, he told me my background check has not received by USCIS yet and for this reason my case is still pending.
Yesterday again I called USCIS and the L2 officer told the same thing about the document which sent on Jan 17. Also she told me my background check is complete and my case has been assigned to the officer on Dec 27. I should mention the fact in my last infopass the officer told me that my case was assigned to the officer on Jan 10. Also, I have a response to my SR (which I requested on Dec 5 and USCIS replied on Dec 16) that I should get a decision or notice within 2 months. I am definitely confused. What is my problem and who is right? Is there any way to expedit my case?

I understand why you are

I understand why you are confused. However, it is pretty common to get conflicting input from various USCIS customer service representatives and officers at the local USCIS office. In many cases, none of them have a very good idea what is going on with a specific case. I don't have any good advice for you nor can I say what the problem is. I would suggest that you submit a written request outlining the responses you have received to your inquiries and request clarification and a formal response regarding the status of your case. Beyond that I would suggest that you seek the assistance of an attorney who specializes in I-140 cases and that is not me.
